You should ask computer and application support elsewhere in future.  This board is concerned with the the game SimCity.

But anyway, it seems you have picked up a movie.  You should unpack the files into a folder and read the readme.txt file.

The compressed file is already unpacked, and you can't open dat files.

The reason it says video CD movie, is because somehow the extension .dat has been assosiated with that format. Some time you, or someone has tried to open a dat file, and used that program to open it. The box that says "always use this......." was checked.

I see a readme file, what does it say, have you read it?

Just because the dat files are associated with the Video CD Movie, won't keep them from working in Simcity.  They are still dat files, the Video program won't open the dat files.

You don't have to fix it, add the files to the plugins, I would use a subfolder.  But if you want to fix it, do the following.

Open Windows Explorer, under the tools menu click "folder options"  there open the "file types" tab, and scroll down to the dat listing, highlight it, and delete it.  Dat files shouldn't be associated with anything.
