Problem extending shorelines in JPEG

Hello, I was using the7trumpets guide to creating a region in the omnibus and I got stuck on the part where you select the water with the magic wand and dilate or edge 3 pixels out from the shoreline to prevent sc4 from interpolating too much into the land. I am using Photoshop and have the water selected with the wand but I have no idea where to find dilate or edge to fix the problem. Is there another way of doing this? or am I over looking the tools? Heres the part in the article:

You basically need to extend the shoreline gradually into the water so that when it is interpolated, the resulting shoreline will be in the right place. The best way I've found to do this is to select the water with the magic wand tool and do an edge-->dilate effect enough so that it adds about 3 pixels to your shorelines. The best way to create maps is by using SC4Terraformer.

SC4Terraformer has tools like in SC4 God mode plus much much more. You can import jpeg, png, and other picture formats. This will allow you to design your entire region in 3D and them save it to a SC4 file. If you need any help with SC4Terraformer dont hesitate to ask, but there are 2 lengthy support forums in the Modding Development forum, and make sure you read the readme.

    Thanks, I’m working with it now. I am having a problem with the terraformer program. I started editing a blank region started in sc4 and then loaded it in the terraformer program. I started editing the rivers and mountains and saved it. Everything worked fine until I started up sc4 and the region loaded. The region's colors were that of the sc4 terraformer programs and the grid lines for the cities were all messed up. Any way to fix this? Here’s a screenshot:

    @sblanc  This is a normal occurance.  What happens when you save a region with SC4Terraformer is that it overwrites the save game files in your regions folder.  It also gives a saves a pic of that tile.  Then when you enter SC4 it will show that pic until you enter the city tile and save it in SC4.  If you were to import a region using the old way, you would have to wait for many hours for the game to render your map and open and exit each city tile.  Now, because of SC4Terraformer you dont have to wait those extra hours and you can open the city tiles at your convienience.

    The only thing I have to say about this is... DONT use the Reconcile Edge button!!!
