The disk is copy protected, so you can't just copy it and have it work. The noise may be nothing more than the disk spinning up. The new high speed drives spin those disk at thousands of RPM's, and you will get vibrations, and some noise. If the drive can read the disk, then it should spin down, and stop making the noise.

If the disk doesn't read, then it is damaged, you can get a new one from EA, but you will have to jump through hoops to get it.

Check out your drive hardware/firmware/drivers.  Run the system diagnostic from the properties page on the drive.  Sometimes these fast drives get out of alignment.  Also see if the manufacturer of the drive has any updates.

From your control panel open the System Page and choose the Hardware Manager tab.  In this tab, choose your drive, right click and choose properties.  You can now find out who made your drive, and you can go their web site looking for fixes.  You can also run diagnostics and trouble shooting from this area.

So, if I understand the issue, it's just that the drive makes too much noise?  If that is it, after the game starts, eject the CD.

    The CD may be warped.

Maxis/EA will replace the disk, but you will have to jump through hoops to get it. You need receipts, original CD key, and what all I don't remember. Go to simcity.ea.com and look around you will find the information there. There is a new start page there so you need to click the link to the SC4 game.

I am not sure you need the receipt, I just used that as an example. Check the web site for details.

I think I remember something about taking an photograph of the box, and the CD Key number, etc.
