Creating Reward Buildings

I've been wanting to create my own reward lots myself for a while, but I haven't quite figured it out yet.  Does anyone know how to?

You need the Lot Editor, available at simcity.ea.com. If you want to make your own buildings, you need the Simcity BAT, and gMax.

I have the BAT, lot editor, and gMax. Sorry, I don't think I was clear enough. I mean, how do I create my own reward lots, meaning required exemplars, requirements, stuff like that. Like...some of simgoober's reward buildings??

I've been trying to register on SC4 Devotion for about half a month now, but when I resend my activation code, I don' t get any verification.  I use the code in the activation e-mail and everything, but to no avail.  Any ideas??
