What version do I need to buy, to get BAT's to work?

I have the Sim City 4 Rush Hour/Deluxe  Edition that  I  bought new about  a year  ago i believe that it is version 1.2.0.112. I have tried several times to register the product at simcity.com but recieve an error reading "number already in use or invalid" and have exhausted every method possible found in other threads here. The reason I need to register is because I wan't the updates and patches required for getting the downloads on the STEX to work properly, especially the night lighting on the downloaded BAT's.

The official website has no tech support anymore, they've basically let the website into a waste land, and from what I've read, "IF" I can get ahold of them by phone, I would have to jump through hoops and it could be costly to do so anyway, to prove that I bought the game.

I'm desperate. I really want to play the game with downloads and am willing to buy another version. Mentioned in another thread, was version 1.1.640.0

Does this version already have the proper patches? The "sc4update4BAT.exe" mainly, so I can I can get this night lighting to work. Where can I buy this version and how do I know what version it is when I'm buying it?

You can buy a Deluxe version, maybe at Walmart, for about $20. That is about your only choice if your number has been used.

You will still need to register at the site to get several patches/upgrades. Including the sc4update4bat.dat.
