It helps to develop your region.  If you can get your region and/or city into the 100 of 1000's, you should start seeing a lot more high rises.  Also make sure you relieve any demand caps by placing rewards, parks, plazas and having plenty of neighbor connections.

One thing to be aware of is large buildings have a way of disrupting the smooth growth of a small city when they spawn. When I play, I usually wait until my regional population is more than 300-500k and the city I'm playing is more than a 100k before I start building tall buildings. Even then, I only have maybe 3-7 big buildings and maybe 15-30 medium ones. If I have a really large population, like a million or more, then I'll start doing the dense downtown areas with lots of sky scrappers.

But at 60k, I think you should back off wanting large buildings until your city is larger and you have a large regional population with good transit. If you do let big buildings spawn when you have such a small population, you could (more like will) have erratic behavior and get lots of no job zots and mass delapitation and abandonment. Take it slow, make sure you have lots of sprawl before you grow a tall core.

The conventions center is great for relieving C$$$ and C$$ caps. The Stock Exchange is good for R$$$ cap relief, and the farmers market and the two stadiums are great for R$$ cap relief. There are several landmarks, especially the taller business buildings, that have a high commerical bonus and as Prophet42 said, logts of rewards, parks, plazas, and neighborhood connections.

As a rule I do not use utility connections, just road/highway. I only use garbage neighbor deals, and my region population is well over 2 million. I am having a tough time getting a city with high density zones but not skyscrapers, not that I am trying to.  I recommend the megademand mod from  (simtropolis staff please insert creator, i don't know who made it)I  only know that it causes all commercial, industrial demand to go to 100% and residential demand to go to about 90%.

You are at the threshold to get tall commercial buildings (Co§§§) but don't hold your breath waiting for 'a lot' of them.  One city I had with pop 650,000 didn't have all that many.  You have to satisfy many conditions to get a heavy high-rise downtown.
