Auto edge reconciliation not working

I am currently trying to expand my region by adding city tiles to the config.bmp.  However, the game will not allow me to reconcile the edges of tiles I have added with those already existing in the region (it says edges are already reconciled).  Any ideas?

PS I have the SC4 Terraforming Tool, but have never been able to get it working (it always says something about my not having DirectX), so have been terraforming by hand.

I think you should load both cities before doing reconcile

ie load the cities that were on border before you expand the config.bmp, then load the new cities, you will be able to reconcile in the new cities. When done, save and reload the first cities and you'll be able to reconcile in those cities
