Should i be making the see wall seperate?

How do i make the structure require clean water to function?

I also need help with what sort of stats it should have, i can't find anywhere that hall all the info on the structures.

First of all the color of it!

No window view from this angle ever looks this way.

Also it is flat. It doesn't look anything like glass. Glass (normal architectural one) is transparent - so if fact you an NOT see it! What you see is a mixture of reflection and refraction - things that are in front of it and things behind it. I think this does explains why Glkass could NEVER be represented by flat color or Gradient for the mater of fact with any degree of plausibility.

The picture you posted is an extremely clean window, which is reflecting the sky. In simcity, the way the camera is angled, it reflects the ground or grass.

Having something that bright isn't realistic, i'd even use black windows for that

Well, and why would you do that?

it is basically gradient and a bit odd at that..

You should look at textures JasonCW is using for his windows. Those also, IMHO, could be toned down, but generally give MUCH better illusion of glass.

As for you your other question. Well I seriously doubt anyone could "help" you on that, Creative process must be yours. I could see someone advising to tweak or move something a bit, or may be use a different better suited technique to realize your vision. but to tell you like that upfront what should be where, i think it would be really wrong. All this is if i have understood your question correctly.

We can inspire others through witness so that one grows together in communicating. But the worst thing of all is religious proselytism, which paralyzes: “I am talking with you in order to persuade you.” No. Each person dialogues, starting with his and her own identity. The church grows by attraction, not proselytizing.    - Pope Francis
