Hey this is just simple, it has the same dynamic of "Guess this city" by FaLLeNaWAy,

Someones shows a flag, any part of the world, it could be from cities, counties, states, whatever
Remember the 2 posts rule and let's start the game:

Hmmm.

I would say it is the flag for French Catalonia but it only has three red stripes, not four.

I would also say that this is the flag used in automobile racing to indicate an oil spill, other debris or slippery conditions on the track.  However, since this thread is suppose to contain "a flag, any part of the world, it could be from cities, counties, states, whatever", I don't suppose it is that, either.
