Late Game City Help Please

I need some help with my late game city, Panama Heights (I know the name is stupid, I just make arbitrary city crap up when I name them).

I'm barely able to achieve a balanced budget because my education, health, power, water, traffic and reward demands are "neck and neck" with my profit growth.

The majority of my population is medium wealth, and I believe high wealth would bring me the increased revenue I need - this is why I have spent so much on education, health, rewards, etc.

My population is about 135k, but my high wealth demands are very low, and this is where my problem lies.

I'll note what I have and what I don't have as well

-Well educated with no capacity problems or overfunding problems
-Good health care, same as above
-Good police coverage
-Minimum fire coverage
-Airport
-Water/Power handled within city, Garbage is handled via export to my "Garbage Gulch" industrial city neighbor
-All available rewards have been placed except the country club which I simply can't accomodate and the minor league stadium which I replaced with the major league.
-Fair park/recreation coverage with zoo, marina, cruise ship, major league stadium and an abundance of smaller plazas and flower garden/sport/park structures.
-Good rail system built from ground up. 
-Reactively added post-development bus and subway systems which are heavily integrated but vary in usage (some stations are used very well and some are not used much at all)

What I don't have:
-highways, monorails, or elevated rails

What I know I can do:
-trim mass transit by eliminating unnecessary costs of stations that aren't used, very tedious because there's no easy way of spotting these buildings (why doesn't traffic view show these structures like education/health/etc. show those relative structures?)
-completely obliterate and redesign zoning grids for better flow and density
-raise more land to build on

I'm sorry if I somehow missed intricate guides or threads about late-game cities, but I'd appreciate any help your superior experience might give me 4.gif

Let's see. If you have all the possible factors for a high desirability, you'll get high wealth, That is not only that desirability factors, ¿Have you placed 3x3 low density residential in some of your condos? That might help. 

Or you have many high wealth buildings and the demand is low because of nule supply

IF YOU are new to this site (Welcome to the community) you can also get into mods and downloads page, search for Super Demand Ordinance Mod, You'll have to have all that desirability factors, Remember is not only getting buildings, is for keeping them, so it is nice what have you done before for your city. Now you'll be able to download that mod and enjoy the game. lol. Good Luck

    Thanks for the response RHF,

    I don't have high high-wealth desirability, unfortunately, and my resdiential population is 80% or more medium wealth (as evidenced by the tax income)

    I believe there is something I'm missing, so hopefully some of you pro's can help me figure it out.

    I'd like to point out that I welcome the challenge that sc4 has brought me, all the other sim city games had something of an "easy mode" point where you became untouchably successful and all the challenge from the game was mostly gone.

    Hmm, do you have high-welath jobs? I.e I-HT or CO$$$, high wealth sims won't come unless you have jobs which suit their needs. Also lots of trees help, along with hills and water (lakes, rivers etc). Finally Monorail would help or maybe Subway as High Wealth sims like to travel in Style, rail just isn't good enough for them, no pleasing some sims 2.gif lol. Hope this helps.

    Did ou try to enable the "clean air act"? It won't help the budget on a short term basis, but it's a sound choice on the long run... and improves I-HT. Also make sure your tax rate for CO/I $ and $$ is not too high. You first need $ and $$ before CO/I $$$ comes (imagine a world of CEOs without any employees to boss around!)
