Did ou try to enable the "clean air act"? It won't help the budget on a short term basis, but it's a sound choice on the long run... and improves I-HT. Also make sure your tax rate for CO/I $ and $$ is not too high. You first need $ and $$ before CO/I $$$ comes (imagine a world of CEOs without any employees to boss around!)
