I'm not expert, but just an idea.

Run another highway around to the commercial district with a toll booth on it. either run it right next to it or through a diffrent part of the city. They should have some sort of connection at some point though. Also, have you thought about using trains to transport your SIms to the commercial district? they give you cash for the fares.

You could also run one way streets next to the highway to channel people in, of course then you lose the fares.

I hope I helped some.

EDIT: Heres some stuff from the STEX: https://www.simtropolis.com/stex/index.cfm?page=1&Keyword=toll&type=all

EDIT 2: There is a oneway toll booth on there.

The best solution I've seen for this is to break the highway and add a few side-by-side tollbooths.. use avenues for 1 square then use your one-way streets to connect the tollbooths.

HERE is a discussion thread on the topic. Good luck.

This is handy for two reasons..

1. It accurately simulates real life.. no matter how good a highway is, a tollbooth will restrict throughput.. (I guess you could pretend every driver has an "electronic card)

2. It doesn't involve any "cheats".. (using the word rather liberally) relative to your city planning.

In fact it also is handy in that it simulate what happens on the other transport routes like stations congesttion for most types of transports THREAD HERE

These problems exist even for "infinite" transports such as subway, monorail and water..

However you solve it, good luck.

In addition to SIMcityFoUr's excellent advice, there's a Mod out there that increases the toll booth fares by 5x. I can't remember if it also increases the capacity, but you might want to check it out. I seem to recall there are some sub-options within the mod. Something else you might want to consider is adding or enhancing your mass transit. If the toll botth is over capacity, chances are the roads are getting close to the congestion point. Something simple like adding bus stops to eliminate the number of vehicles passing through may do it. Personally, I'm a fan of subways and subway/bus networks. I've found that it doesn't take much to put in a subway network that will greatly relieve traffic congestion and make enough money to not only pay for itself, but actually make a profit. SIMCityFoUr's advice is very good for structuring new roads around your existing highway where you have the problem. I'm also a toll booth fan, so follow that advice as far as placing toll booths on the new roads. I figure, if they're gonna use the roads and clog them up, might as well collect some money to offset their constant whining for bigger, better, more everything. EDIT: Yeah, I forgot about that, SCBOY. I've done that too and it works very well.

DOXXP29 is right, the mod increases capacity.

Thanx, Dalton! There was another similar one on the STEX, but I don't know if it addressed capacity. I'm gonna check this one out. I had downloaded it, but haven't used it yet. Thanx again!
