Tower is overly large, IMHO.

Gridlock: 9.5/10 The detail is very well done. Not perfect score becuase there's just something there (I dont know what it is) that puts it off a bit.

If I get volume one and volume two, will I just be getting the same stuff? Or does their content differ? Also, are these worth it?

I'm not expert, but just an idea. Run another highway around to the commercial district with a toll booth on it. either run it right next to it or through a diffrent part of the city. They should have some sort of connection at some point though. Also, have you thought about using trains to transport your SIms to the commercial district? they give you cash for the fares. You could also run one way streets next to the highway to channel people in, of course then you lose the fares. I hope I helped some. I have yet ANOTHER map question. *eye roll* What does each square on the map represent? 10m^2? Some other distance?
