Most downloads on Simtropolis require Rush Hour or Deluxe. So I suggest that you get it. Stores don't sell Rush Hour anymore, so you'll need to buy the Deluxe Edition. You may be able to find Rush Hour on online stores like eBay or Amazon. But know that Maxis does not support games bought on eBay, so if you decide to buy it on eBay know that you'll probably not be able to log into the official website and download the patches and other required files.

In fact if you head down to your local EB Games you could possibly pick up a copy that has been previous played...then again who would do such a thing to a great game.

Most of the time you'll find readmes with what you download. A lot of the files are self-installing (it's just a matter of opening the .zip file then double-clicking the execution file and they go where they need. Unless otherwise stated, your downloads go into the Plugins folder which can be found in My Documents>SimCity 4>Plugins

I highly recommend getting Rush Hour, mainly because of the traffic query tool but also because most of the awesome custom content won't work without it. Yes, it has other cool features, but that tool alone is so worth having (you know exactly how much traffic you have on every road and exactly where it's going).

There are some new Rush Hour x-packs listed by private sellers on Amazon but boy are they spendy! I agree you may not want to buy a used one as it likely will be registered on the Maxis site and you wouldn't be able to download the patch. However, you can buy a new SC Deluxe from Amazon's store for $19.99 plus shipping. In our town I think it's also available at stores like WalMart and Staples.
