I don't think you need clues, but here's a few:

1. Capital City.

2. One of the fastest growing metropolitan areas in Europe.

3. ~50% of inhabitants are below 30 (or 25, I forget which one!).

4. Centre of practically everything (transport, industry, economy, retail, etc..) in the country it's in.

Canada has provinces and Territories, no states. Besides, I said it was the capital of something, which does not rule out provinces and territories! But I assume that is what you meant, and you are right, but the news isn't new!
