Can't open .dat files

I've been downloading some pluggins but I can't open the .dat files... Which program should I get and where can I find it?

You are not supposed to try and open the .dat files, you place them in your My Documents/Sim City 4/Plugins folder and the plugin should appear in game.

But I only have the zipped folder with the files in there, if I don't open them they don't work... I've tried

Inflate the zipped folder and place the unzipped files into your plugins folder

To just use the plugins in the game, you should, indeed, just chuck them into your plugin folder and forget about them. However, if you want, you actually can open the .dat files and screw around with what's inside. That's what modding is all about. To do that, get any of several programs from the modds section, like the Reader, DatGet or SC Tool. However, be careful in there. :-)
