Start Simcity 4 and create a new region. After the blank region appears press Ctrl+Shift+Alt+R, find your terrain image and let Simcity 4 run.

Note: Do not do anything else while your terrain is being loaded. This will take several minutes depending on the speed of your computer, so expect to wait.

when i go to download it, it says to right click and hit save as, what file do i put it under.  thanks

Save as a .bmp or a .jpg/.jpeg, I don't remember which. I think .bmp. Then find the file when the window comes up.

SC4 accepts PNG, BMP, and JPG. right click the image and click Properties to find out what type of image it is. the name doesnt matter, as long as the 3 (or 4) letter extension remains unchanged. if you use a different extension (and thus changing the filetype) than the original, SC4 won't be able to read it correctly.
