Downloaded building problem

I got a problem with Frankbirthday's Police Administration, a building available for download on the ST Exchange. When I put it in the game, it appears to be fully finctional - except that it shows up as a large concrete square  . Not really what it's supposed to look like in my opinion. Now, of course, this is due to missing files (Dependencies), but Frankbirthday hasn't said anywhere what files/props/packages or whatever you need for the building  ! I really want it... has this happened to anyone else, and can anyone help? Greatly appreciated.

I can't find the "Buildings as Props" download from the official site!

you have to be product registered and logged in to see the links for these files at simcity.com, the links are also in my "up and running" thread but the links will not work if you are not product registered and logged in
