When I make a new city, should I lay out the avenues, roads, highwyas, ect.? 
If So, Can smeone tell me teh best way to layout highways?

With the cost of highways being high in the begining of the game when money is a bit short, it would probably be better to plan where they will goto and from, so you have an idea where not to build, i use them to circle the outside of the city and go to other cities in other regions.

With the avenues mainly use these to go from the highways straight into the middle of the city centre where all the commercial is. Or major residential routes into the city. Avenues are used within the city area or just as single roads away from the city.

I usually tend to start of the low resdential parts of the city with streets, than the medium and high resdiantial buildings use roads and for high commerical use the avenues as they require traffic to grow.

With the railways same again really have a few train stations within the commercial area than fanning out to the residential areas of your city with stations within these areas so the sims can get to work and back.

The main thing is though is what will be the usage of the routes for example if you have a lot of high rise buildings in one area of the city going to high rise commercial as you can probably tell there will be alot more traffic so the transportation sytem will need to cope traffic density.

you can also "preserve" your future highway routes by using avenues to start. Lots cheaper, and easy to drop highways over avenues later. Just save enough space on each side for entrance/exit ramps, you'll need 6 sqr spaces for those.

if you use the cheat code "weaknesspays" you can layout your highway however you want without losing any money before you begin laying zones and buildings

I am curious as to why the UDI missions are so insistant that your rails be "loopable" .. ie they ALWAYS insist that you go to a station and then be able to LOOP back to other stations.. were they trying to tell us something or is this just poorly thought out.. 4.gif In general I find that satisfying the UDI mission leads to better city design, but I'm not so sure about this one since you can't back up nor turn around trains.. (and making it so 2 trains can't pass on a curve is rediculous.. lol)

The loopable thing is just for UDI. I guess they got lazy, as there's no "backup" for a train. For regular game-play, having a looped track is just for looks.

Also try making a layout where you have commercial for every few blocks of residential, for example 6x6 tiles of comm for every 15x15 tiles of res,
