Production has come to a screeching halt

It seemed to have started when I built the country club. I was starting to get tall residential buildings, and commercial buildings were not as high, but they were getting there. Now nothing will develop. I have demand for everything except low-wealth residential, and I can't figure out why nothing will build.

Do a save, delete the country club and see what happens.  If you get things working again, it is clearly a lot to avoid.  I don't use it because it take up too much ground.;

The country club doesn't affect desirability for commercial and positively affects desirability for residential. This is the #1 Air Pollution Reducer structure in the game (not including stuff from the STEX, of course). It also provides 8000 R$$$ demand cap relief (so, this structure should be helping to increase demand for high wealth residential). The only negative effect of the country club is the hit (-5) it gives to the mayor rating.

Possible you've hit a stage cap and need to increase the number of outside connections from your city. Add an airport if you don't already have one because it sounds like you're about the right size for one. Remember that each outside connection of the same type has a reduced stage cap increase to the point that anything past about the fourth one will be fairly pointless in terms of cap busting. Also try to spruce up some of those areas with things like large plazas and parks.

    I was thinking about an airport for a while, but if I do that, I'll be losing money. So basically, how long will it take until the airport returns my investment? Or should I first connect roads to other cities (I'm only connected to one side right now).

    Keep in mind that the stage cap boosts from outside connections reduce as you add more of a certain type and the game lumps all outside connections from your city into one pool. The stage cap boost for roads falls off after the 4th one IIRC. You're better off tossing in a little bit of rail or maybe even a seaport if you have water. A highway will be the biggest boost (compared to the small airport you'd probably use) but if you're tight on money its a horrible expense to try and cover.

    I built the landing strip, and after a few loans and building a few structures to increase income, I'm finally starting to see some commercial development. The landing strip, though, has reached it's capacity, and I'm not getting any offers to expand it. How long is it supposed to take?

    Once the airport reaches about 20% efficiency (1 plane icon lit up) you should start to see a line in the news ticker about needing to expand. You may or may not ever see anything other than that ticker news item, I never do. Just watch out for it and click it if you see it; the dialogue box it pops up will give you the chance to expand. Make sure the land for 2 tiles around the airport is clear (assuming it's only connected by a road down one side).

    It has been running at 20% efficiency and less ever since it has opened, and that was 2 years ago (Sim City time).
