My 100k city has just got a basic subway system.

But no one seems to be using it despite the traffic congestion being very high on the roads.

I have stations in my commercial and residential and my high tech industry (i dont have any other type).

Why aren't hey using it and how can i make them?

Try plopping some car parks by the subways in the residential area if you are running on rush hour. That might work.

It might be that your subway routes are longer than your road routes. Since sims will take the shortest path from their residences to work, they will ignore the subway if the road route is shorter.

Subways are one of the easiest MTs to plan. What I do is to simply follow the path of the busiest roads/avenues, or make a shorter route if possible. One trick to placing subway stops is placing them next to your busiest bus stops. This also relieves the congestion in the bus stops. Another thing to keep in mind is placing your stops near your skyscrapers (both residential and commercial).

Well, I haven't had the best of luck with rail/subway transit either.  My largest city has only 110,000, and has a rail line, but I only have a couple hundred riders over a very short section.  What kind of residential do you have?  A lot of the problem I have with getting mass transit to work is because I have a lot of low-density, medium and high-wealth residential, and they don't want to ride it.

If you don't have Rush Hour then the only way Sims can get to the subway is by walking or by bus. So if you haven't already make sure that you leave bus stops no more than 10 tiles apart in your developed areas as Sims won't walk far.

I see that you're planning to get Rush Hour, which is very well and good because it will improve your gaming experience greatly. After installing RH, don't forget to install the Network Addon Mod (NAM) from the STEX. This package fixes some bugs, adds more transportation options, allows you to choose the level of pathfinding, etc., and may help in your subway problem.
