If the map is underwater once rendered then you probably have a mod in place that is affecting the heights that are rendered. Try removing all plugins and then render the map (or use the height mod the map creator specified). I think the old version of the Cycledogg Terrain mod used to do this, I don't know if the current one does.

Also sometimes a map maker uses a height mod when they make the map to extend the height range that can be rendered. You need to render the map with the same height mod in place. The creator of the map should specify which one was used.

For the other problem the first thing to check is that the jpeg file is true greyscale, not a 56.7 million colour image that only looks grey. It must have a colour depth of 256 or nothing will happen when you try to render the map.

I had this same issue just a couple weeks ago. I don't do it very often, so it was easy to make the error. My solution was what Sam pointed out about the 256-color bitmap. Once I re-saved the bitmap to a 256-color, the map loaded fine. I can't exactly remember how I did it, and every graphics program will be different...but I may have simply opened it in Paint and then saved it. Paint is more primitive than other programs, and in this instance, that's exactly what I needed. Hope this is helpful.

If I use a plugin i will mention it in the description on the stex usually in the first few lines for instance reuniisland uses mallows 3000m plugin, mt kaputar uses the 1500 m plugin you should be able to find mallows plugins onthe stex or in in the mapping forum. Also the last step Before i test my maps is convert to greysacle in preparation for rendering. it will be rneder a few time to ensure the coast etc looks right and edit the config.bmp, for large maps this can take several hrs. The testing is ussualy needed to catch any faults that can come up.
