for example, how would i change a R$ BAT to a R$$, or change the number of in-game occupants from 12 to 5?

If you have SC4Tool, you can use its Exemplar editor to change the number and type of occupants.

As for changing a category (R$, CO$$, I-D etc.), I don't suppose you can do that with SC4Tool. The problem is that you basically have two sets of properties and parameters: One for the building, one for each lot. As long as you change the value for any existing property, you can use SC4Tool.

However, when you convert a building e.g. from R$ to R$$, you do not only change the value that's set for a given property, but you change the property itself. In this case, the very least thing you need to do is to adapt the lot file accordingly, because a building set to R$$ on a lot that's defined as R$ won't work in game.

In such a case, I would probably go the longer, but "cleaner" way and create both a new desc file (building properties) and a new lot file (lot properties) for the building.

Okay, now I have a question.

Take a CO$$$ office tower for example. Now, not ALL of those jobs are CO$$$ right? There is usually a mix of CO$$$ and CO$$ in the building. Can I use SC4Tool to edit those figures just fine? And will it work? What if I want to combined some CO and some CS?

You cannot combine CO and CS, nor can you add CO-$$ and CO-$$$ jobs. The number of jobs that are actually taken by CO-$$/CO-$$$ workers is determined by the game itself. However, you must add the number of jobs for the case that a building gets deteriorated. CS buildings have values for CS-$/CS-$$/CS-$$$, and CO buildings have both CO-$$ and CO-$$$. SC4Tool will display these numbers just fine, so I suggest to look at some existing buildings to see how it works.

    i actually did try the sc4 tool, but for some reason i couldnt change the number of occupants, it was set so that i couldnt edit them. is there a special section im not seeing that allows you to?

    I should clarify. I have numerous ploppable commercial office towers from the STEX, but since they are made by different people some of the occupant figures are way off in relation to each other, IE: small buildings holding more jobs than larger ones. And the ratio of $$ and $$$ is off as well. I know SC4Tool can change these two numbers but will it work in-game?

    Yes, it will. Just enter any new occupanmt numbers you have in mind, save the file, then move the modified file to your plugins and the .sav file (a backup copy that's made automatically) to a backup folder if you like - this way, even if you screwed up somewhere, you can still go back to the original state.

    Oh yeah, some buildings are really set to enormous values: They hold e.g. 3,500 CO$$$ office jobs in normal state, but when they dilapidate to CO$$, they suddenly hold 10,000 CO$$ workers. I once had a CS$$$ BAT that held 110 CS$$$ jobs and 1,200 CS$ jobs. I edited that to more 'earthly' values. Then again, some Maxis buildings are equally extreme, motly CS$$$ and R$$$ buildings.

    , this is not entirely true if you take a program such as iLive's Reader and take out the respective properties  /occupant groups altogether. This way you can make e.g. a CS$$$ BAT that either stays CS$$$ forever or gets totally deserted, but will never dilapidate to CS$$ or CS$. As long as those properties / occupant groups are there, however, you need to enter a value for them.

    I'm not aware of a way to set the dilapidation occupancy in SC4Tool, unless THAT is what the CO$$ number is for in a CO$$$ building. I assumed it was for mixing the two types.
