Here's part two. This one operates on combustion (a chemical reaction that requires oxygen). Instead of fossil fuels, it uses hydrogen and oxygen. The formula is 2H2+O2-->2H2-O. This says that two hydrogen molecules (H2) and one oxygen moleule (O2) combine to form two water molecules (H2-O).

The hydrogen power plant in the game operates on nuclear fusion (the joining of two or more light nuclei (closest zoom shows the fusion chamber through the glass dome)). I will put the second part in my next comment.
NIMBY means "Not In My BackYard". It's an acronym that basically means that the sims don't want it near them (except for industrial). YIMBY is the exact opposite ("Yes In My BackYard")
There is a water treatment plant in the game SILLY. :P It is big and is called, "Water Treatment Plant". But, you could make a water pump/treatment/desalinization plant. You know, an all-in-one.
