I used to had this in one of my city with the same mod (SimCity police headquarters) of 300k population and after search i found out that this is called phantom slider bug, i still don't know how to fix it tho and even tho it pains me i just destroyed the city and start over again You might want to check this out: https://www.sc4devotion.com/forums/index.php?topic=10660.0 Sorry if im late, or my english is bad
