For some reason, I survey my land to find that nothing is developing because "Planets not aligned", what does this mean and how can I fix it?

I think I've found a way to fix it CD>Launcher>launcher.exe and then click install Aren't I just the smartest person in the world? I'll update with the results once it's finished. It worked!

Hello there! Today, I just bought a used copy of sim city 3000 from a used game shop, I was quite excited, this being my first sim city game, but then, after fiddling with it and copying it to my PC, as the installer wouldn't work, I ran into a problem, when I try to play it from the "sc3U.exe" program, after the maxis logo, it comes up with a question box and no description, and the options have no description either. I hope any of the (Hopefully) good people here could help me fix this problem. https://imgur.com/SNec1Ai The option on the left causes the dialogue to repeat, but the option of the right causes the program to exit.
