Hi Guys Ive been having this problem also, and the methods stated wouldn't work for me...so after reinstalling simcity and adding one mod at a time and testing. I finally found that Bi-Level Udon One Way Street By HyugaHinata was the culprit for me. Once i removed this mod all worked fine. Not sure why this is but it may help some of you
