You moving the SC4.exe to the root directory of SimCity 4 Deluxe has no effect. Did you do the good ol' -CPUCount:1 thingy?

Also Windows 7, game never crashed randomly due to tweaking and doing the "-CPUCount:1" shortcut code, which basically runs the game in 1 core instead of 2 cores. By the way, is your processor a multi-core processor, or single core?
