I did everything in this thread and couldn't resolve the issue. Powering recycling off for several days, powering off individual lines, destroying and rebuilding, destroying and rebuilding somewhere else and nothing worked. Magically, adding a second recycling plant cleared it up for both plants the instant it opened. The problem now is there was such a backlog that the trucks can't pick anything up for 2 or 3 days at a time as the plants process what has been picked up.
