Hey there, theres a better work around to keep your centers running, even at max capactiy: 1.) Stop sending your trucks to a neighbor city (just to be sure) 2.) Build a new recycling center. 3.) Wait until it starts working, and has a bunch of materials inside (but NOT full) 4.) Cut of the street, and leave it alone EVERY other Center - even if full - will now work correctly. (but remember, they are only working between 7 am and 6 pm) I have workers trapped in there - dunno if it is required.
