Just want to second this. It's my exact experience. I've never been able to play custom regions.

I create a folder in the regions folder, including both the .bmp and gray .jpg. I load the region fine in Sim City, but when, after pressing ctrl + opt + shift and selecting the .jpg, it renders the region for a minute or two and crashes every single time with any map I've tried. Any idea on how to resolve this problem?
