    Nice work! It's not easy to make a good "flatland" map (I've tried to do places in Saskatchewan but the lack of major features is dissuading) but you've managed.

    SC12... start a new region, blank. Exit SimCity and replace the config.bmp in its folder with the one from here. Restart and load the region; it should be resized. Now you ca import the Victoria map.

    This looks an awful lot like a modified version of my map of Victoria... granted, anyone could make a Victoria map, but why call it "Opiem Sound" when it's clearly real-world based? Hmmm....

    This is an accurate map of British Columbia's Capital Regional District on the southeastern tip of Vancouver Island. The map extends from Victoria/Esquimalt harbours north along the Saanich penninsula to Swartz Bay. Now's your chance to recreate the Garden City -- more British than Britain? Or for the newlywed and the nearly dead? You decide... 1025x2049 (4x8 large maps) EDIT: added/corrected some of the area lakes.
