it decided to work after I did a defrag and uninstalled microsoft application verifier. I get random crash to desktops now...

2GB RAM , swap managed by windows... I don't use AA, everything is "use global setting" . drivers are the latest for video and audio. What is the plugin folder? no I cannot get to the region screen. already tried re-installing https://imgur.com/a/80Xi5 Move all your plugins to a folder on the desktop, and make sure there are none left in the game. Try opening the game. If you can get to the Region screen, try opening a new region (sandbox) and a city in it. If this works, you have plugin trouble. If you have no plugins, then check to make sure that your sound system is connected properly and that your graphics card is set to automatically select its features on program load. SC4 doesn't like any advanced features, not even anti-aliasing. It is a legacy game. How much RAM (memory) do you have, and how much swap space?
