How can I get an older version of 3DS max, like 2015

I do have problems with older versions just like Gmax to export will not be responding for high quality with loads of errors. I need to get help with this solve problem. 3DS Max 2015 should have to much better than GMax without crashing and freezing too. How can I get the right place with BAT4Max for 3DS Max 2015? -

Where can I find it download with SC4 Plugin Manager for 3D models?

I am able to modify existing landmarks and created them with a new Warner Bros Sign logo, due to an entrance parking lot with security there. I cannot wait for the debut release with a new Warner Bros Studios Lot Packs due to the problems with Lot Editors for 3DS models, which has been difficult situation but unfortunately, I do not have Plugin Manager for the debut release on SimCity 4. I cannot find it. So please help me to solve this problem with Plugin Manager that cannot be finding it anywhere, many thanks.

I am a very interested about the Effect Dir with Lua scripting but I don't know how to get a work with Lua to EffDir file. It is not easy for me to get a working on the format doesn't work for me. I do have scripting from Matlab but I do want to get a copy and paste with the scripting on the Lua, please advise.
