NAM does not load. I have SimCity 4 deluxe from GOG.

I purchased SimCity 4 deluxe from GOG and its "almost" working. i don't know diddle about how to properly do dependencies and such. i know i need NAM and i have NAM 39 now. i put it in the plugins folder but it will not function. any assistance would be really appreciated. love this game and want to play it again.. been gone a long time.. i have windows 10 on a PC.. sorry about that.. but it is what it is. hope you can teach an ignorant old fart how to properly install and manage his stuff..
