I've done every u-drive-it mission but the rating doesn't move. And no, I've never seen a riot in my city.

My biggest city has 125000 citizens and the major rating is -35 !!!! I built schools, hospitals and the police coverage is good and there are no traffic problems. I don't know what to do. Someone help me !!!
