If you mean can Simtropolis switch to phpBB as it's forum software?, the answer is no. Not only converting is messy, the server ST is on uses Coldfusion and ASP. phpBB uses PHP. Also, phpBB is one of the worst BB programs I've seen, no one sane will allow it to be used on a serious site. But if you mean Can I port ST's style to phpBB, you must ask Dirk first, as Simtropolis is his creation, and copying it without permission is stealing.

I use Mozilla Firefox 1.0.7, and I have no problems with the STEX.

1) No, you do not. You do need the latest Simcity patch and if you want nightlights, you will also need a BAT NightLight Patch (both on simcity.com). 2) Most BATs come with a readme file, try there. 3) I can't really help you there, maybe someone else can. Good luck and welcome to Simtropolis!
