Well, that fixed it. Wonder how that got started. Very crappy "fix", my budget is blown for the next few years. Maybe my health and education advisor is corrupt and was skimming off the top?

I don''t know how this started, but my health and education budgets are automatically adjusting themselves. I thought it was because I was running at a slight deficit, but after dropping some billboards that generate cash to kill the deficit, it continued. At the end of each month, the budgets in question will adjust themselves downward, and will continue until there is almost no funding for hospitals and schools. This leads to strikes, and a shrinking approval rating. I''m gonna try bulldozing all hospitals and schools and replacing them(I don''t have many) and see if that works. Its gonna hurt my treasury, but having to reset the budgets each month is really pewpy. I guess I''ll have to hold off on that major commercial expansion for a while. In case anyone was wondering, I did try the search, but it just kept timing out. Plus it takes forever to find an answer using search.
