1. Yes.
2. The file name doesn't matter. All plugins are identified internally.
3. When a file shows up as a props file, it is actually that. It is for use by the Lot Editor to place decorations on a lot. They should be in your plugins file.
However, something worth noting. The game is set up for multiple users on the same machine. If permissions are set correctly on the Program Files section, any user can access the game. Simply launching the game it sets up the user area files including the defaults and an empty plugins folder. Maxis has sent the landmarks to the base files of the system which means that anyone who starts the game gets them.
By moving them, you disable the multi-user features intended by Maxis. Frankly, I would leave them in their default locations. This way, if you create a special purpose ID to run something like Sim Mars, you will still have them.
Some people never realize that most operating systems these days support multiple users. This causes all kinds of angst when a common account is used by several persons (in a family for example). If everyone has his own account, password protected, then no one not having admin permissions can disturb other users files.
So, perhaps it is not smart to change the destination of supplied plugins from Maxis. There usually is a reason to be unselfish.

I use WinXP and it saved them (using the ArcTriomphe as an example) ... Plugin_003_ArcTriomphe.dat, as long as you don't change the .dat its up to you what you call them
I'm not sure why Maxis didn't make the Flag props, etc an EXE file, it doesn't matter as they are still .dat files and you can save them in whichever plugin folder you are most happest with, hope that helped.
