Did you put it in your 'My documents\Simcity 4\Plugins' folder? Sometimes the game doesn't regocnize everything which is in there, and you'll have to place it in Program Files\Maxis\Simcity 4\Plugins. That could be the solution. Coup

I think Dubai should be. It's a growing city, and I think that surely is important, and it is in the center of the 3 Centres-of-Power of the world: the EU, the US, and Japan / China.
