  1. money problem

    I want to know that how to transfer the money between 2 cities. I got 4 cities on my map and one is with a good profit. I want to transfer these money to the others. ( to improve the road network) However, the others are with too little budget that not enough for me to do the imrovement. Can anyone help me? Thz
