Arklay County
The beautiful river valley that will hold the future metropolis of Raccoon City. The main core of the city will be located on Victory Lake that is fed by the Circular River which flows from east to west and the Aimes River that flows from south to north. After the events that unfolded in the original midwest town Umbrella was in shambles and was beginning to collapse. However, being the major corporation they are they wanted to regain the trust they once had. So in a desperate attempt they announced they would rebuild Raccoon City to be bigger and better than ever. They searched all across the United States until they found this location and decided this was were they were going to rebuild the city. They gained funding from an unknown source and set about construction.
They couldn't of found, according to them, a better location than this. The beautiful mountains that wrap around the valley on the north and west basically secluded this area from the rest of the nation. So they purchased the land and reformed Arklay County. Many were understandably uneasy about this announcement from Umbrella, but they promised things would be different. They promised a more beautiful and highly self-sustaining city. So people slowly started moving into the county with the hope that Umbrella would keep their promises.
