Oh, I forgot to say this:

When you're downloading custom content, make sure it goes into the "Plugins" folder, which is in the SimCity 4 folder. Also, unzip the file as well, and place the unzipped file in the Plugins folder. Otherwise the custom content won't show up in the game. Also, look for the content in the appropriate places in the game. Custom parking content will probably show up in the transportation section, a new office building will most likely be in landmarks. Any aesthetic content such as walls and sound barriers will probably be in the Parks section.

Thats the thing, I cant open them to Un-zip them. There in my Plug ins section

You right-click on the zipped files, and then click "Extract All" to unzip them. You don't have to open the files.
