    I am sick of Dirty and Manufacturing Industry polluting my city. I use Clean Air Ordinances, plant tons of trees next to the area but there is still heavy pollution.
    How do you stop this?

    To prevent additional I-D or I-M growth, just increase the corresponding taxes to a high value like 20%. However, the existing industries will tend to stick around even after jacking up the taxes. The easiest way to convert these remaining industries to I-HT is to get one of those pollution control plants in the STEX. Plop a couple in your industrial zones and after several months nearly all of them will be I-HT; the remaining ones you can just bulldoze. Of course this assumes you have demand for I-HT but pollution is preventing their growth. If you don't have demand for I-HT (e.g. city is still young with low EQ citizens), the technique is useless.

    You can also bulldoze the remaining dirty industries... But I strongly advise you to keep some manufacturing : it causes little pollution, consumes far less power and water than dirty industry, and there's demand even in young, small cities.

    Yeah i dont really understand what clean air ordinance does, the only way I found to lower pollution while keeping industry was by getting demand for HT industry and then  bulldoze all the other industry. pollution quickly went down as i bulldozed stuff. Dirty industry really has a ridiculous amount of pollution and it spreads pretty far, I dont think theres much you can do about it if you want dirty industry in yr city..Its a lot more pollution, I think, than any industry actually creates in real life.
