Demand and desirability, but no development

Residential demand (all wealths) has been high in my city of 23,000 for quite some time, so I decided to buy a new Elemtary School and add another residential area onto my city. However, it has been years now, and the residential zones there have not even started to develop. The commercial has, however. The zones have a high school and hospital grade, no pollution, but a medium - long commute time. However, in the desirability data view, it shows blinding green. Can anyone help? Thanks.

Sound like you might have hit a demand cap. Demand caps are fixed growth limits beyond which growth is impossible. To break or bust the demand caps, you need to place recreational facilities (parks, plazas, etc.) as well as rewards. Your starting demand caps are as follows:

Okay, thank you! I managed to get them to develop by placing some of those things. The RCI mod looks very useful, does anyone have any other mods that they feel are essential to playing?
