Plain SC4/RH has no stand-alone incinerator. Instead, it has the waste-to-power facility. If you set the funding to 0, it will produce no power but still function perfectly well in incinerating garbage.

Another option is to add incinerators, found in the STEX. Follow the link mentioned above.

i see now i get the whole point of what the people are talingabout the incinerators. basically they are downloaded buildings. haiz me so $%&^!. spend the last 1 hour typing the cheats and searching for that building.

You should get the stex CD. Its got all kinds of stuff and it would save you the trouble of finding it all.
