blur spots

Ever since downloading for STEX while playing Sim City 4 the picture quality has been kind of weird.  Everything is on high on the graphic options menu, speed is great, but for example, say i zooom into my city i'll see car's driving on a street (on top of screen) then disappear and then reappear on the bottom of the screen.  When zoning, parts of the zoning tiles are blurred out or something like that so i can't seee how it looks until after i release the mouse.  Also, when a bulding is under construction, from zoomed far out you can see the building goin on, but zoomoed in its blurred or blocked out.  I don't know what this problem is but tt looks like theres random blurrred patches on my screeen that kinda ruins the gameplay of the game.  I haven't had this problem before.  Do I need a new video card or something like that?  Any help will be appreciated.  Thanks.

Mabye you could post a pic of the problem but I think I know what you're talking about as it sounds like the problem I have and the only way I could solve it was switch to software rendering but I assume it has something to do with the video card.

yes, i think it has to do with the video card.
du you use the latest driver of the card and the latest directx and all this stuff?
very often the problem is here

Some others with a similiar problem have reported that turning off the anti-aliasing feature on their video card worked for them.
