Did you apply Update 1 from the simcity.com home page?

By the way, 226MB? You don't have enough memory to run this game if you are running Windows XP. I am surprised it didn't crash.

Especially with the integrated graphics, you should consider dropping $50 or so dollars to grab another 512MB of RAM otherwise you may find that Sim City 4 will not run at all.

You know, this particular question has been asked over and over in various gaming forums throughout the web. I used to have this problem and browsed through a ton of pages offering all sorts of advice. First of all, the problem has nothing to do with system specs. Though your system can sure use RAM, it is quite within the minimum specs of the game. I have an Athlon XP1800 with 256 Mb RAM on Win XP and the game is still quite playable, albeit a bit slow.

The problem comes in a variety of flavors, ranging from missing text only, to more severe ones like missing text plus inability to plop roads and a persistent My Sim window. In your case, if it's only missing text and the game is still playable, then try to apply the official patches found on the Simcity site. If it still persists, you can try installing SC4 first then copying the graphics rules.sgr file somewhere. After installing RH, overwrite the new sgr file with the old one. If this does not work, you might have SC4 and RH from different regions (e.g. one bought in the U.S. and one in Asia). You should contact Maxis' tech support in this case.

Please take no offense, but his system is NOT within minimum specs. Sim City 4 requires 128MB of RAM (256MB recommended). His integrated graphics take up to 128MB of system RAM. This only leaves 98MB for everything else *including* the 128MB of RAM that Windows XP takes for itself!

So, while the game will run (I've done it with a similar system), it will do it slowly and larger maps may not run at all!

I presume he means 256MB of RAM so it is within the min specs (assuming the card takes 128MB, I've no idea), however, this is far, far too little. I'd advise 512MB for running anything under WinXP and 1GB for something like SC4 which is quite a hog.

However, this doesn't explain missing text very well. Have you tried re-installing Rush Hour? Also try checking the CD and your hard drive for errors.
