No Lights on Non-Maxis Plugins

It seems that, when I go to nighttime mode, for the most part only the Maxis buildings and plug-ins light up.  Only some of the third-party items light up.  Is there a reason why this might be?
 
Yes, I have electricity running to all of the buildings (i.e., everything is powered).  Also, I know that just about all of these third-party items in question were designed w/ nightlights and I am always careful to get any dependencies.  Thanks in advance for any thoughts.

    OP here: Do I need the BAT patches for nighttime lighting to make the night lights work?

    yep...you need the BAT light fix...found on the official site, believe it's on the same page as the BAT download is found...ps make sure you log on to the official site for the page to appear with the downloads ...forget to log-on...and they don't appear available for downloading

    Thanks for your help -- I'm on the official site on the BAT page: do I have to d/l the Texture Problem Fix and Plug-In Manager With Unicode Fix??

    Are you sure you're logged in at the site? If you are then the BAT Nightlighting Patch should be right at the bottom of the BAT page. If you're not logged in you won't see the link to download the patch. The other two downloads won't fix the nightlighting problem.
