Unable to use SC4Mapper [Solved]

I have recently tried to use the ancient artifact of SC4Mapper, to better create a region without having edit each individual city in a slow and tedious process. Unfortunately, time has not treated this piece of software well (or so I think). Whenever I attempt to start a new region in the program it asks me to select files I don't have. When I tired to load even a region in the base game like San Francisco, I can't edit or modify it without the same problem. I did some searching for a solution for my problems on the internet but couldn't find any. Could someone please tell me what I am doing wrong or even send me better documentation or a guide that isn't from over a decade ago? Thanks

So it will load the region, but then asks for the exact same files as above?

 

Also what OS (Operating System) are you using?

Did you install the appropriate C++ Redistributable? (I'm fairly sure that's mentioned in the program's documentation.)

    I figured out the problem, I had fundamentally misunderstood the program itself. I thought that SC4Mapper was a terrain editor rather than a tool to help you with sharing and modifying regions. I've instead gotten SC4Terraformer and it worked without a hitch. Thank you very much for suggesting the answers though.
